LAN and Vanaya Indonesia Forge Strategic Partnership to Build a National Coaching Ecosystem for Civil Service Transformation

The National Institute of Public Administration (Lembaga Administrasi Negara – LAN) and PT Vanaya Indonesia signed a Memorandum of Understanding

August 8, 2025 – The National Institute of Public Administration (Lembaga Administrasi Negara – LAN) and PT Vanaya Indonesia signed a Memorandum of Understanding (MoU) at the LAN Central Office in Jakarta. The partnership aims to advance Indonesia’s public sector leadership and governance through neuroscience-based coaching and the development of a national coaching ecosystem for civil servants (Aparatur Sipil Negara – ASN).



Why This Partnership Matters

In an era defined by bureaucratic reform, rapid digital transformation, and evolving demands on public leadership, LAN has identified the need to strengthen decision-making quality, leadership integrity, and learning agility across all levels of the ASN. This partnership with Vanaya Indonesia responds to that need by leveraging evidence-based coaching approaches, advanced neurometric assessments, and AI-driven analytics to create systemic and sustainable leadership transformation.



What This Partnership Will Achieve

Under the MoU, LAN and Vanaya will work together to:

  • Design and implement capacity-building initiatives for ASN based on neuroscience, coaching, and measurable leadership impact.

  • Co-develop a national coaching ecosystem that fosters a culture of reflection, collaboration, and continuous improvement within government institutions.

  • Integrate evidence-based coaching frameworks into leadership development pathways for high-potential talents and senior public officials alike.



What is a Coaching Ecosystem?

A coaching ecosystem for the ASN is more than just a network of trained coaches—it is a culture that embeds coaching mindsets and critical thinking into the daily practices of civil servants. Its purpose is to promote self-growth, reflective leadership, and collaborative problem-solving, ensuring that coaching principles influence not only individual development but also institutional decision-making and public service delivery.



How This Will Be Implemented

The collaboration will be phased, starting with joint program design and pilot initiatives, followed by scaling the coaching ecosystem across ministries, agencies, and local government institutions. Both parties will ensure that the programs are evidence-based, measurable, and aligned with national priorities, ultimately contributing to improved public sector performance and service excellence.
